No, you were born in a country, and you can move to a different country, but you will always have been born in the original country. We have biological constraints as much as the trans people would like to forget about those. You can put on a dress, get surgery, and take drugs but it doesn't change who you are. The fact that you have to make those changes at all proves that point.
