The new house owner gets to keep the lot. Keep the insurance (I would think). Sell the lot. And buy a house with that wad of cash. Seems like he made out ok.
@Jason Starks it wasn't until the 50s (as a result of WW2 GIs using the GI Bill to buy homes) that the government introduced policies that standardized rates and made "homeowners insurance" what we know it as today. Sure there was insurance way before that but it wasn't something the lower classes had and very few middle class (because there wasn't much of a middle class until the 50s). Oddly enough, he was never abusive to Eli, but that's because (according to the wiki and fan theories) Nucky was the eldest and therefore, the breadwinner. Plus, he might have expected a bit too much from him. Still, for some reason I rather liked his character, despite the fact he was a prick. Shame we didn't see more of him.

With inflation, do you realize how much money Nucky probably had? He probably pulled out over five grand from his jacket which in 1920 would have been about $70, 000. These guys (crooked politicians and gangsters) could literally swim in their money in the 20s.
He needed to erase the bad memories. He takes a last look at the fixed-up house, because that's what he chooses to remember. It makes sense. Then he burns it down because he is closing that chapter. That's what I think!
