Someone else suggested cruelty squad but I'll add to that. Game has a kind of so bad it's good artstyle, but the gameplay is super open ended and stylistically it's super weird if you're into that.

Dishonored 1/2 fit some parts of the request, most of the gameplay consists of making a plan and executing on it. You can also go gunz blazing if you want though. Most Arcane Studio games are like this (Prey too). No idea if you played any of them :p

Some standout picks for me for Single Player FPSs:
    - Deathloop is fun and little more contained with story that serves the gameplay well. Fun shooting and traversal. It's Arkane so it has a little of that Immersive Sim vibe without it really being dominated by story or the usual tough puzzles. Very open to trial and error, and since it's a Time Loop story, lots of replayability.
    - Any of the newer Wolfenstein Games, the first one and Old Blood tries to retain a little of that Boomer Shooter Energy but personally I think Wolfenstein 2: The New Colossus really brings it to it's own level.
    - If you're okay with more RPG involved I really enjoyed the gunplay in Cyberpunk 2077, but it's definitely a big RPG so I could see that not being the vibe.
Best of luck in your search!

I have several box rooms with the same texture on every surface and no lighting and like three enemies that are all facing east when you first see them if you want.

The stuff I'm playing is probably either too old or too weird to quality as an FPS-FPS. The 24 year old Deus Ex, classic Doom...
The Pony Factory's a short linear horror affair ala Doom 3, I really enjoyed Squirrel Stapler but it's stealth rather than action... Supraland is pretty fun. Dropped it a while ago, but it's maybe only 30% proper shooting, the rest is your very open 3D exploration puzzley kind of affair, but it's very charming. Great demo.

Vampire The Masquerade is pretty good. They really used the source engine well for its time, and its not just pure fps mayhem. Its got lots of RPG elements. For some reason it really left strong memories for me.

I've always found the meta of turning a corner in CS (or other fps multiplayer games) to be something a puzzle fps could pull off. Do you peak standing? Crouching? Do you wide strafe? Jump strafe? Near wall? Far wall? These are things AI enemy types could have strengths/weaknesses to. All it needs is a decently cohesive world for players to grow an intuition. Mix in all the other variables of those games and I think I'd have something good.

Few years ago, I actually started working on a pixelated doom like FPS game that is single player, story, puzzles, some action, but I had to stop working on it, because I figured out that I have 0 clue on what game design actually means, I can make the shooty shoot but not fun kind of it.
Also I think that is the issue with some of the big companies, there are some really talented people working there but good game design is complicated&expensive to implement.

Ooo good request - something a bit mellowed out.
I got a couple big names and a couple small names - with one I've been eyeing too.
    The big names:
Prey (2017) is a spiritual successor to System Shock 2. You can play it stealth or go guns blazing. Gameplay is top top notch. But the story is one of the most poignant and moving themes in any game I've ever played. It's all in the ending. Play this one til close.
Deus Ex (Mankind Divided) - read you played these, so omitted my description!
    Here's some smaller titles -
Call of Cthulhu: Dark Corners of the Earth - this is an OLD horror game with FPS combat. If you're looking for good FPS action, may not be the perfect one cuz it's rough around the edges but the atmosphere and feel is absolutely top notch. Hard as nails tho. If you like small dark gloomy towns with a mystery, this one's for you.
Singularity - another old one, time bending FPS game that might not be as stealth as you're looking for but man is it a fun and cool FPS with time shifting mechanics that are very intriguing to play around with. Last game developed solely by Raven Software too before COD swallowed them up :/
Here's one that might be exactly what you're looking for but it's been one I've been eyeing and haven't tried myself. Gloomwood. This game is heavily inspired by the old Thief and Looking Glass games. Another dark gloomy town with a mystery. It's a stealth based, inventory management horror FPS that seems to be very slow and methodical. Not sure about story but definitely gives off the "think of your every move" feel very heavily. This could be what you're looking for. Now that I'm looking at this again (on my wishlist), think I'll finally dive in.
Btw, glad you tried Selaco! It's definitely a run & gun and not as methodical as it sounds like you're looking for. But it's a damn good game, so stoked you picked it up!!

Two games that come to mind would be TimeSplitters 2 and TimeSplitters Future Perfect. Future Perfect places a heavier emphasis on story, so you might enjoy 2 more. Both were made by a lot of the same people that worked on Goldeneye and Perfect Dark, which is especially apparent in 2 (for better or for worse sometimes). These are from the Gamecube/PS2/Xbox era, but these days I prefer to play them through the Dolphin emulator with a keyboard and mouse injector, as the original control schemes for TimeSplitters 2 feel very outdated, even by 2002 standards.

Have you played through the original Halo series? 2 through 4, and also Reach, are super fun campaigns. The Master Chief Collection on Steam includes all of them and the ports are really solid. Plus the remastering done for Halo 2 is super well done.
EDIT: Oh also maybe Trepang 2? It's sort of a blend of reactionary and strategic from what I played. (Only played the demo) So it might still be a bit too fast-paced, but I guess the demo is worth a shot at least.

Ever played SUPERHOT? FPS where time only moves when you do and you die in one shot. Requires more strategy and planning than reflexes and raw aiming skills. Also has a pretty cool minimalist art style that’s not “chunky” and can be finished in one sitting.

I know you said Singleplayer, but Hunt: Showdown is one of the best FPS games i've played in a while.
Does not just rely on AIM and gives the player's lots of agency when it comes to loadouts and level design.
An example, despite being an FPS game, melee has its place and is sometimes even preferable.
It has the PVE elements as well and you can even use the enemies in the map to your own advantage sometimes (luring enemies into a compound as a distraction).

Maybe try Shadows of Doubt. It isn't an FPS; you don't shoot or kill people, and it's (generally) a physically small world with procgen murder cases. But it feels like a compelling world with enough systems to make you feel creative, at least until you're VERY used to those systems. At least watch a trailer. It's a first person world I would dive into for a few hours a month until I felt I really grokked it. You do detective work to find serial killers. (One killer at a time. And if there's a stretch without kills, just wait, no one's found/reported the body. Eventually they'll kill again.) They recently added a new killer type, so I'm bound to dive back in once my Dwarf Fortress affinity subsides again.
If you find something, I hope you mention it. I've mentioned before putting a ton of time in PUBG, Warzone, and DMZ. I watched some of the MW2 SP campaign and it seemed to have great moments, with everything between A and B being a strongly linear "not for me". But somehow it feels like there's an exact shape of a systems-heavy first person game missing in my heart, like it was taken away, despite it never existing. Somewhere between Elder Scrolls and Hitman and GTA. Yet here I am, just rambling.
Also, I'd call that game Roboquest "a blocky toon shaded" art style. But I don't even know. It feels like either like everyone decided to roll their eyes and say "too pretentious!" at the same time to some types of discourse about 10-15 years ago, or I just lost the thread somewhere.

Otherwise the solution becomes "save a few rockets and be frugal" that most experienced players already do. If you are still interested check out mapping communities of old established games.
