If u still have this problem, even if non of those things apply to u ( ur age or ur phone belonging to a business) just sing out of ur Apple ID. Then u can easily turn it on, and even if u sing back in ur Apple ID it won’t turn grey again

I got it working for 1h and then it did grey out again. I logged out and logged back in (appleid) and did a reset of all settings. Those 2 methods only worked for a short period of time.

Oh btw I fixed it. Change your age to something like 35yo for about....... 5days and it will start working.right after that change back to your real age and it'll still work. Trust me Just be patient during those 5days I promise

I found out that if you signed out of iCloud you can allow the app to do tracking and then sign back in and you will still have your app signed in😂🎉
