So the track is publically owned, the trains are publically owned, the timetables are controlled by the Government, … - it's just Avanti/GTR/et-al basically work as a recruitment agencies to provide staff to actually run the trains/stations, and are rewarded handsomely for it. However in the cases of Southeastern, Northern, LNER, TfW, and ScotRail they have all been brought into public ownership over the last couple of years (if not months). At this point, despite what the Tories may claim, complete renationalisation is more a question of ‘when’ than ‘if’.
