not at my place... we actually have no fixed installed hydrants in germany. Here you either have a outlet for a firehose at public buildings or in the street with a oval shaped lid (like a smaller manhole) - the firetruck pulls the lid with a hook, attach a standpipe and than screw the hose(s) to it.
In finland we have the outlets the manholes and we also have brown boxes on the side of the street and there are steps being taken to get more of the brown box thingys
I've seen a video of one of the underground type in England, where the Firefighter needed to dig out a section of ground to ger to it. Probably rare, but not not my idea of good design.
I've heard that manhole covers are round so they don't fall into the hole they are covering
other covers of gas/water pipes do not cover a deep hole where something can get lost. some only cover a stopcock to close a gas/waterpipe to an area.
