That ejector is only used for ejecting a round when the magazine is not in place. The ejector for empty cases during the firing sequence is actually on the magazine itself. You can check this by simulating the ejection process (preferably with a dummy round or fired case) and slowly moving the bolt back by hand, watching it carefully through the ejection port. Then repeat with a round chambered but no magazine installed. You’ll see what I mean by having two "ejectors" on the 10/22.

WOW!! bro thank you so much, I had no idea it went there, and I heard it flopping around in the group, and sometimes my bolt wouldn't even come back, I thought it was a problem with the guide rod or a sticky spring, etc so I was looking elsewhere, had no idea. So thank you!!!! Its super smooth now I love it

I have a tip, the trigger retention spring needs to have that C shaped part facing upwards, if it's down on reinsertion it will lock up.
Also dropping the hammer allows the safety to center for stock removal, some people dremel the stock to allow the safety to come out, just drop the hammer and the gun centers it for you.

If I am shooting subsonic rounds my 10/22 will not eject the case if no magazine. Is this normal? And is this the case regardless if magazine is used or not?
