As lemmino said,surface web is something you can find in google like education/cooking recipe/history/etc.Deep web is something you cant find in google and probably need password to get into,for example your online banking account,email,netflix account,etc.Dark web is an domain that need a specific browser to access to,for example is TOR,mostly filled with criminal shit.

If I'm not mistaken, part of the reason that the US gov wanted to make TOR publicly available was to help people in communist countries and authoritarian dictatorships ect able to anonymously and securely see outside info on the internet. It's one way (more advanced than a simple VPN) to try to bypass things like "the great firewall" although I wouldn't be surprised if China now has ways to combat/block and possibly locate people using TOR these days, especially if not many ppl are using it and the gov control all the internet infrastructure that it's traveling over within China.
TOR has a function for people in dictatorships, but you’re still going to jail if they find the app on your phone or computer.
