This 1946 film stars Phillip Terry as a World War II veteran who is persuaded by machine politico Donald MacBride to run for alderman. Ann Savage plays the “honest government functionary” with whom the hero falls in love. When Terry finds that disreputable politicians are using his war record to push through some shady legislation, he refuses to fall in line with the entrenched establishment.

Yeah that’s where Fibber and Molly McGee lived along with Throckmorton, Harold Peary. I miss those episodes they were great.
Ann Savage's character herein is quite a bit different from the one played in the 1945 film, "Detour", in which she gave a truly 'savage' though memorable performance. I agree with one of the below comments that this film does come off in a Frank Capra style, and in this case would note imitation is a high form of flattery.
Yes in that film (a true noir) she played the epitome of a sour, conniving, crooked, money-grubbing harlot. I somehow always remember the way she delivered the one line to the male lead when she sneered, “You sap!”
I loved this, a very witty satire - a bit too real if you ask me.
