As a Chargeman, he's the one controlling and handling the Voltage Box. As the others is not the one who incharge to do the work so the duty will be handled only by a Chargeman. Its quite dangerous for someone to be in there but it won't be danger as long as you not touching anything. And to answer your question about the current. Yes, the suit help preventing the Chargeman from being electric shock and preventing from any cause that can be deadly.
