in India, we make a syrup with the roots of Vetiver with Fennel seeds and sugar, and it's such a refreshing coolant.
I add two teaspoons of it in ice water and drink all the Summer.
Also, the oil of the roots is used as a perfume for Biryani and other desserts, it's insanely fragrant and nothing compares to that aroma.

The roots are used to extract the essential oils
Harvest the roots and smell the fragrance .. u can spritz it and hang it up in your home and it has such a relaxing scent.
Well it depends on which soil and how long it has been in the ground u will find some scents are more feminine and some very masculine..
In the ancient times in India it was made into blinds and it provided natural air-conditioning. They sprayed it with water and when the warm winds passed thru it it cooled down and filled the home with a mist of beautiful smells ..
Yes I am in love with this grass . I hope u can also adopt it for the environmental work it does .. purify the soil and of toxins and prevents soil erosion well the list is endless ..

Will this root system damage pipes or buried power lines?

No it will not damage the pipe or power lines but it will grow around it binding the soil and the line. Only problem is if you need to access the line it WILL be a challenge. Yes it will help soak up the rain water.
