It's hard to tell, since really, the game limits how strong people can get, and since both characters are modded to the max, I fail to see how one can be definitively stronger than the other.
My character would be powerful enough to use abilities from just about any fictional world, if the game didn't have set physics limitations. He's beyond 6-dimensional, so that puts him on a level beyond anything Dragon Ball has ever displayed. No characters in Dragon Ball have ever displayed feats above 5-Dimensional, which is the ability to travel to a separate Universe that has similar or identical physics to your own. 4-Dimensional means Time Manipulation, of course. 6-Dimensional beings are capable of traveling to Universes with completely different laws of physics than their own, while still maintaining the powers they had in their home Universe. The game's programming limitations mean that any modded OC can be called the "Strongest", but there's no way to actually prove it.
