Koopas can exit their shells, and Yoshis are born with (and can remove) their shoes, so I suppose that doesn't mean Toad can't take his disgusting head growth off, but he's never been shown doing that in official Japanese media. Only in the old American Mario cartoons (Super Show / SMB3)
