Venice Beach Homeless Encampment Undergoes Comprehensive Cleanup

  • On August 18, 2023, the collaborative efforts of the City of Los Angeles Department of Public Works, Recreation and Parks, and Clean Harbors Environmental Inc. converged to address homeless encampments at Venice Beach. In adherence to established protocols, workers donned white hazardous materials suits to ensure safety during the operation.
    Recognizing the vital need for efficient coordination among multiple departments in managing homeless encampments, Councilwoman Traci Park's office took a proactive step by appointing a dedicated Homelessness and Housing Coordinator who was onsite during the cleanup.
    The cleanup operation unfolded through the coordinated efforts of three distinct waste management teams, each assigned specific responsibilities. While the City of Los Angeles Department of Public Works and Recreation and Parks teams donned yellow safety vests, the Clean Harbors Environmental Services Inc. team stood out in orange vests. The Clean Harbors team initiated the process by meticulously sorting through refuse to identify and segregate hazardous materials like batteries, syringes, and urine. Subsequently, Los Angeles Public Works and Recreation and Parks sanitation workers managed the collection of non-hazardous waste.
    The support for the cleanup initiative was significantly bolstered by the active involvement of the Los Angeles Homeless Services Authority (LAHSA) and St. Joseph's Center. These organizations played a critical role in providing essential outreach services to assist individuals experiencing homelessness and meet their fundamental needs. As part of their efforts, the homeless outreach team distributed food and water to those without homes throughout the cleanup operation.
    To ensure the safety of all participants and secure cooperation from the homeless community, Los Angeles Park Rangers maintained a vigilant presence throughout the cleanup operation. The objective was not only to uphold cleanliness and hygiene standards but also to ensure safety protocols.
    Notably, despite the enforcement of Ordinance 41.18, which prohibits sitting, lying, or sleeping in public places, as well as storing, using, maintaining, or placing personal property in the public right-of-way, no citations were issued during the cleanup operation at the Venice homeless encampment.
    It's imperative to understand that while these cleanup initiatives, exemplified by the one at Venice Beach, are integral to the City of Los Angeles' larger efforts to address homelessness, they form just a part of the comprehensive strategy. Acknowledging that these actions do not represent a comprehensive solution, the city remains deeply committed to devising sustainable, long-term strategies that address the underlying causes of homelessness and provide vital resources to those in need.

    Thanks, Fabian. Steal carts, bikes and everything that's not nailed down then leaves their trash behind which is littering. No one gets a fine or citation. But smoke one cigarette and that's a $100 fine. I can't make sense of this level of crazy.

    They need to get a little more aggressive with the enforcement. Right now, they are just doing maid service for the homeless by cleaning up their mess every day. Why not make them carry their trash to the trash trucks at least. As for them sleeping in the restrooms, they need to be forced to clean the bathroom if they are caught living inside the public restrooms.

      Laziness is the motto of the homeless. You would have to pay people to watch them all day as they clean up one restroom. Also, what would the California liberals say about forced or slave labor? There is a reason why prison road work gangs have been outlawed in most states.     You have to remember you're relocating these people to "nowhere" so allowing them to take all the garbage they can carry just puts the trash in another location. Meaning you'll be back next week and catch up with them again, vicious cycle! I know these people turn down help also which can be frustrating.

      Exactly! All these folks in the comments complaining about the law and enforcement. These 'law-abiders' are only thinking about the initial part and negating the follow through: There is NO sense in enforcing a law(s) that exist solely based on wealth inequality, with regards to homelessness. When the people on the streets are allowed to reoffend at nauseum (cause they have no home), it's time we review our own moral compasses and see what alternatives our society can come up with for dealing with them besides what were doing right now- cause it ain't working.

    It's absolutely insane that the City of Los Angeles sends these Park Rangers out to enforce laws unarmed against deadly force. The majority of the homeless people that they are dealing with suffer from addiction issues, and mental illness. These Park Rangers deserve better.

    Authorities are gonna have to get their act together and put all these ppl in a homeless community...Where I don;t know, not from there, but I watch this every week, and how angry and out of control they are with their own lives..It is not gonna go away..The parl rangers can police the new homeless community...Which can allow thier tents, and maybe four other things. This is where they should be made to live, until they decide to get a job...This becomes mandatory, no choices to go elsewhere..If so, then confinement in jail....This could clean up the beaches and bathrooms.etc....won't be cheap, but the ppl are stealing other ppls paid belongings..Especially bicycles.....I am sure the powers that be don't want to get their clean hands dirty, but politics are also dirty...So need to establish new laws for ppl who are totally rebellious, and lacks respect for authority.this is only gonna grow if not stopped....Set a precedent for other states...Homeless ppl do not need a choice, they need rules..

    Why don’t they split the teams of workers up to cover more hours so it doesn’t get so bad. Some people might not like when they have to work but other might prefer starting later in the day. What they are doing now is not working.

    Its not the homeless that bother me, it's the mountain of garbage that seems to follow them around. If I have more stuff than I can fit in my house, I have to pay for storage. If you don't room for all that stuff, don't acquire it!!! They will be back the second you leave, so all you've done is cleaned their house. For free.

Missing ingredients, child aid, housing first program, universal health care, secure employment, mother hood allowance, child raising allowance, there we have it. No one wants to be homeless, people, including me are more terrified of being homeless than be victims of crime or have a permanent illness.

    There needs to be a comprehensive plan to reduce homelessness. Part of that is dealing with why people are experiencing homelessness. Figuring out long term solutions, instead of wasting money and resources on short term solutions. Fort Worth TX actually employees the homeless to cleanup trash

    Several people stand around making who knows what per hour and one guy controls the whole scene.what a waste. They need to backup the mental health facility truck and off they go. The facilities are for the public and no one should be able to loiter, blocking employees from doing their job. Apparently the park ranger can’t do anything and they know it.
