Make sure you don't touch it where you don't want it , because it will be stuck where it first touches . It can't be slid into place like hot glue and it can't be peeled off to re stick it .
I'm thinking of building a 4x8 foam core assembly table using 1/2 plywood and 2" insulating foam. If I peel off the plastic skin of the insulating foam do you think it will bond well to the plywood? I assume that I would have to use multiple coats on the plywood 1st.

I tried this on soft 2"thick white styrofoam it did not work , i used the green nonflamable one but it takes at least 60 to 70 min to get tacky...

I bought this at home depot and did not work whatsoever. It came with big white chunks in the fluid. Very hard to mix. Is that normal?
No that is not normal. Sounds like your batch of glue went bad on the shelf.

It should bond foam to plywood just ensure the coat is thick enough and is allowed to dry before the two pieces are put together.

I'm not sure because I haven't exposed the glue surfaces to water.
