The way I see it is that falsetto is a breathier, weaker sounding version of head voice that's mainly used in pop, and head voice is more round and full and robust. So I feel men and women can have both falsetto and head voice. That's just how I see it. You could totally disagree with me. I dont think there is a right or wrong answer to this, it's all about your personal "preference" I guess.
