No it's not SRS. What happened for the h-spin is that when doing this joint piece thing, the original piece keeps its rotations (which are Sega rotation, predecessor of ARS), and the piece you jointed onto it basically act as extra blocks being dragged along. Because of that you often get pieces where the rotations seem way off-centre or can basically spin an entire piece around the base one. Joining pretty much anything onto an O piece is a fun way to see that happen, assuming you have enough space to rotate such a massive piece to begin with.
This game predates SRS by about a year. Also, while these features are not exclusive to Tetris games with SRS, when you see Tetris without ghost pieces and without hard drop, you can safely assume it doesn't have SRS either. Plus the color scheme in this game isn't the one that is used by all Tetris games with SRS.

Someone here mentioned the donut piece with two of either J or L pieces, but could you do spin with that weird "I actually just rotate one piece, and the other follows through the joint"-mechanic, where the hole in the donut is filled afterwards?
If the donut piece was possible to make then shit like this is bound to happen yes There is a piece with a hole you can make but it's not the donut piece, it's more of a question mark with L put at the end of a Z, so I may try with that and show what I get
