Body boarders and surfers share one city San Sebastian

This is probably my favourite stop on the way to Portugal. Amazing town with a beach where the waves can be surfed most of the year. Just outside of town you'll find mountains so if you can't surf, you can at least climb.

Is it usually chill or competitive to get some waves in San Sebastian? Ive watched some clips about surfing in the US and the sport seems too elitist.
