Yes - there may be a number of foreigners competing in short course yards in the US... but the vast majority of internationally ranked (non-American) swimmers in the world do not compete there. Allowing for some exageration it is as if I created a competition in, say, a 100m long course pool (In which NO ONE competes...) in my neighbourhood and then called the winner the World Record Holder for "Super Long long course"...

You’re right that swimmers from other countries can come and swim in yards, but there are no official “SCY World Records” and there are no “SCY World Championships” or any other type of international meet swim in SCY. The fastest yards times are just considered to be American Records, or in the case also an NCAA record. In an official report of Luca’s achievements it wouldn’t count this as a WR, it would be an AR/NCAAR.

The fact that other countries don't swim that distance just means there is less competition. Argue however you want but it quite literally, by definition, is a world record.
