However other countries were still having gasoline with really inconsistent levels of additives, octane boosters and sulphur content, especially in the countryside and smaller towns. So, cars sold in some parts of the world have to had their horsepower and compression ratios detuned to ensure they could run on both gasoline bought from gas stations or those makeshift highway stops selling gasoline in used drinking water bottles/beer bottles/liquor bottles (yes, no joke).

I found this car on market place. It's a V6 EX model with 190k miles. Interior looks like new. Outside paint is fading and clear coat coming off. The AC and hear work. Just got tune up and timing belt. They want 1900 for it. I might buy it if they'll take 1500 for it.

petrol was fine back then, the limiting factor was the older technology in the manufacturing method of the engine. and the materials used.
