May in Seatle, probably mild, perhaps warmer temperatures, and women dont want to have sweaty legs wearing tights esp during a presentation. #2,,If its about the lady in the black mini dress, shes wearing sandals and perhaps as a fashion statement, not as attractive a look if shes wearing hosiery in flats. #3..perhaps this lady doesnt wear pantyhose in public as much, maybe the odd time if she goes out for dinner w her husband, or an important board meeting in which for sure shes showing a nice pair of heels. It looks like a casual presentation, so no sense being overdressed fo the occasion.

Nothing wrong with bare legs at all. In fact I think a pretty woman with bare legs is far sexier than those wearing pantyhose.
