Few things:
Why is there a need for existence of file? This should be something in between manufacturer/dealer and excise department and that as well fogital only. If it is necessary then at least make it digital like the registration card and redownloadable infinite number of times without "DUPLICATE" moniker
Please show some respect for owners privacy and hide their personal details from verification datbase available publicaly, this should be something for internal use and not public facing
Why is there a need to write "duplicate" on reissued cards/books, resulting in financial loss only because somone mistakenly misplaced then? Just charge a fine for reissuance and that's all
Why is there a need for inspection to complete the transfer process?

The moral of this long story is. Government is still unable to provide the official number plates we all have to get these from private number plate makers

Suneel sb. Why didn't you ask to refund the amount of number plates they already taken? If they can send the challan online, it means they can refund the amount the same way.
Sunil , I live in dubai , card and plate printing takes 10 minutes and we receive 15 minutes after transfer , still it’s job of Govt to provide card and plates , what’s big deal ? Incompetency
Great initiative! But there's a potential security concern. If a vehicle gets stolen, thieves could download the registration card using the chassis and the plate number (easily found on the vehicle) and show that to the authorities claiming they borrowed the vehicle from a friend or a family member (a common scenario).
Some people are hesitant to report crime which creates a loophole and the above scenario could really work for the thieves. Public education campaigns should be there to emphasize the importance of reporting stolen vehicles, (or crime in general).
Additionally, the department could consider adding a layer of verification like a security question only the real owner can answer, an OTP sent to the registered phone number (or registered emergency contact number in case the owner's phone is stolen too), or a PIN code.

Sunail Bhai this session was regards to Punjab gov., would like to request to have same session with the concerned in Sindh, karachi . I haven't received my number plate as per gov. seps because in 2018 for BLL series the tender was not finalized which is till date that number plate for this BLL series is not available. Also ask the Wadira gov. of Sindh to introduce easy, new and convenient ways to cater people where public still face music by these law enforcement agency of traffic...hope you will take initiative on behalf of people as ever, jazakallah khair....Rizwan Ahmed...btw I love Pakwheels ❤ ( wow can be next marketing slogan 😊)

Suneel Bhai very important issue, here in Karachi it's a big problem. My car of Y21 still didn't get plate and frequently stopped by traffic police having hundreds of Charged every time
Same case. I got a vehicle registered in 2018 and guess what, still no plates.
But you can be saved from frequent challans by just getting a simple letter from Excise Dept. in Sindh.
"Number Plate Not Issued" letter
Hope that what the DG says is implemented in letter and spirit and no loopholes are created to open new doors of irregularities and patronage.
Remember technology should aim at facilitating and not creating hurdles.
I am not a government person and for last 25 years have been living abroad BUT needed to renew my Nadra card was like piece of cake, so helpful people, always reminding via text/email. All these things are for your convenience but unfortunately Pakistani Awam 90% just want to complain about everything. Please follow the guidelines and make life easier for both yourself and government.

In USA the each state ( government) issues a standard number plate. In my opinion govt issued plates were a good initiative but I guess they couldn't keep up with the demand.

What about tints? Every excise and police person creates hinderance on 25%tinted glass which should be legal due to privacy and sunlight. Shades are not suitable because one can not see anything and drive the car. 25%tinted glass should be legal. It is legal upto 25% in almost all the countries
Lightly tinted windows should be allowed. Whichever department it comes under, they should allow it
