Generally.
As a separate Entity that has independence and self-awareness (Statehood, if you like) Finland received only as a part of the RE, as the Grand Duchy of Finland.
In the Swedish Empire, it was simply "The Province of Finland", and no more. Just a separate "impersonal" province, if translated into the mindset of the Fandom.
Sweden did not try and did not even think about the Special status of Finland.
For this reason, for the most part, the Grand Duchy of Finland was quite satisfied with its position in RE, and the Hero Finland (Mannerheim) was generally a sufficiently devoted Tsarist Officer that he did not recognize either whites or reds.

If take between these two, it's a Russian Empire. But if take as well, i think it would be a Finno-Ugrians Tribes.
Why do I prefer Russia more in this matter?
Well, because I represent the situation of various peoples in Russia, both during the time of the Tsar and modern ones.
A multinational State.
Where there is Autonomy for most peoples. Or the recognition of one or another people as part of another Autonomy, with the appropriate representation of Languages and Religions.
For example, the RE had Central Asian Khanates (Bukhara and Khiva, as well as the General Government of Turkestan), which had all their rights to languages and religion, many do not even know about them.
Modern Russia recognizes Ukrainian as official, allows training and maintains documentation in the territories of former Ukraine, but many do not know.
In other words, I want to say that Finland may not be completely blood-related, but it is definitely very close to RE as a child.

In my Au, Finland is "biologically" Swedish empire's kid, but got taken in by R.E at a young age. Hope this clears it up! :)

My personal opinion is that since Finland used to belong to the Russian empire and they gave them autonomy, Finland actually had like their own government when they were under the Russian rule, that makes it Russian empires child. But of course everyone can think how they like abt it and since this isn't like actual history but countryhumans and how i think it would go, there's technically no right or wrong answer. And yeah, i agree Finland isn't Russian, i completely agree with that! This is just my personal take on it! ^^
