They look like the characters in the game because they not only record voices but they wear these black suites with dots an the dots and the suit convert straight into a character, so the characters have the Sam facial features as the real person, but you can add stuff to the character like a mustache or something
They don't do that on purpose, they do it because it's more practical seeing as they do facial motion capture and it's easier to emulate someone else's face than making a brand new model and then adapting the captured animations to it...

Infinity ward had a few icons like timothy olyphant, idris elba, and fichtner, but treyarchs list just goes on and on... and even their live action trailors.... sledgehammer got kevin spacey but i mean its way more cool having the orginal batman, sarah michelle gellar, sam worthington... etc
