At the 3 minute mark you can clearly see the AC drain hose sticking down in the black triangular area above the frame section you are talking about, this drains right on top of the frame and the condensate runs down the frame and collects below the pass side door. That condensate contributes to the frame rust in this area and should be rerouted outside away from the frame. By the time I recognized this I already had an 8-10" x 2" hole in the bottom of my frame there and the condensate dripped right from it.
