I’m surprised nobody also pointed out the fact that this is the Fanatic Xenophile Fallen Empire, AKA one of the nicest empires in the galaxy by far and a massive lover of life and peace. He literally is forcing an entire empire of basically Pacifist Superheroes to wipe out the rest of the galaxy they love in self-defense. They can’t even try to end it by destroying him, in true supervillain fashion he positioned himself precisely to use the entire galaxy as meat shields.

Having at least 2 is cool since they can start the war in heaven, a 3 way conflict between 2 fallen empires with the normal empires that sided them and a federation of neutral empires.

Why are you just making shit up? It's like that because the AI is doing a trade build. For one, crime doesn't lower amenities. Crime can be produced by pops with low happiness which can be caused by low amenities, but it doesn't work the other way around. Also the AI isn't choosing to not close the branch office cuz they like him, you can't close a criminal branch office like a normal one, they have a random chance to close every month if you get crime to zero. One way the branch office might have encouraged the AI to build how they did is the fact that criminal holdings by and large give trade value and trade jobs (in addition to crime) so the AI sees this planet with randomly high trade value. Depending on the holdings and how unlucky the planet holder gets you can be giving more trade value than you take. (Assuming max crime value) a planet can have 3 to 4 criminal jobs (more likley 3) Each criminal job is -5 trade value. But each crime holdong gives 5 or 6 trade value and on a big world you have four of them. Of course crime lowers stablity which in turn lowers job output and trade value, but as we see here the AI has kept their stablity well above 50, presumably through happieness and soldier jobs from the military leader they have. So a trade world settup like this the AI is profiting from the crime syndicate. Not that it's smart enough to do that intentionally.

One small correction btw: As Virtual, your pops grow and disappear automatically to fill empty jobs, so your pop growth speed is essentially your planet building speed. It is absolutely BUSTED. And since they grow instantly + automatically, you DON'T want to assimilate other robots, since that gains you nothing. Just keep them unvirtual and chuck them into the Lathe (Virtual pops cannot be moved into the Lathe).

Holding limit is not per planet, is per empire. They can build four holdings and yes they can build all four in a single planet.
