ppl commenting abt why there are no police, teachers, and government officials trying to interfere, read the manga first then you'll know why lol the next town is full of beggars and emaciated ppl and the next town is full of entertainment bars one of the reasons why each town doesn't want to interfere with each other and that's how the conflict will begin
