While liberal democracy and capitalism are particularly unpopular, I can't find something superior. Main point: I think it is likely that Syria will trust Turkey more than any other country. NATO should help rebuild the Syrian army with Turkey taking a leadership role. Turkey has had an imperfect achievement of civilian control over the military, but countries that have achieved this are less prone to return to dictatorship.
