I'm afraid that I know almost nothing about the technical details of the 'new' Penang Hill Railway. I confess that I only made this video as it would complement that I made of the 'old' railway. I don't greatly like it and the crowds it brings to the hill and as a non-Malaysian I object strongly to the discriminatory fares. So much so that I think I have only ever paid for the service twice. I arranged free rides for two days to shoot this video as the PHC had used some pictures of mine on their site without bothering to ask my permission and that was a good way to get some payment. I suggest you send them an email - inquiries@penanghill.gov.my - although from experience government departments in Malaysia don't usually bother to reply to them. A personal visit is your best option though should you live locally.
