The reason they are in costumes is because it is a charity day. Quite common. Rules are usually either come in wearing office clothes and pay nothing. Dress down (normal clothes) and pay a fee or dress in a silly costume and pay a higher fee. Very common at Halloween, and considering there is a parliamentary select committee in the episode, it wouldn't be a shock if there has been an 11 month time-jump.
