It seems like that was the usual idea in US, especially a long time ago - it's illegal if you buy and use them in our state.... buuuut, if you cross the border and buy them THERE, we don't know where you got them from, wink-wonk-wink-wonk. Something like that... I never bought them myself to know for sure, but that was the 'rebel freedom-fighter' thing a lot of my friends/brothers'-friends used to do back then. I feel like there was also some sort of extra thing like "you can only buy these if you're using them as emergency railroad flares/signals" ..... I think they lifted the ban on them a few years ago anyway but back then it was 'kinda srs bzns' that also everyone looked-the-other-way-on...
It's illegal in my state, but across the border in the state above me, it's legal. So we always crossed the border and bought them there lol. Everyone did it so no one really cared. You just had to be careful about where you lit them. Usually if you were in your own backyard and you couldn't be seen easily, you were fine. And even then, they would probably only fine you unless you were being really reckless or dangerous.
I think in most places it's illegal to light fireworks without notifying the right authority, but even then it's kinda up to you if you wanna risk getting caught xD though I think 100% should be at least notifying people beforehand, because lets be honest, we all know why even the most braindead, obviously stupid things need warning labels, and it's the types that need that sort of thing that end up doing dumb shit like lighting fireworks and standing within 5ft of it, or holding them, or shooting them at each other, or using them around extreme fire hazards. At least if it's known to be illegal, only the criminally inclined rockmuncher types will actually fuck around and find out, significantly lowering potential issues for all of us collectively xD
