That is a matter of institute policy, and can be answered only by the policy makers. It might have some effect in higher studies abroad, but then CGPA is not the only part of your application and the difference would most likely not be a deal breaker.

I can only tell you things about Pilani campus. The presence of O-Lab amd CEERI are major plus points. Rest you can talk to the seniors from both campuses about their campus on the Facebook group BITSAT Queries and then be the judge yourself. But for now, focus on your BITSAT and BITSAT only.

EnI is better option at Pilani. For nearly same branch, prefer Pilani else go for other campuses. Major focus is on electronics, so the second part won't matter much.
It depends on the company. Some IT companies do allow students of all branches to participate in their placement process. Some others do not. In general, almost all IT companies allow CS and Circuit branches. A lot lesser allow for all other branches.

No, since Goa campus students and Hyd campus students would compete with their own batch only. There is no cross campus placements. So the scale on which two students will be compared, at the time of placements would be equal for all students of that campus.
