The decision is actually right.
When hair touches the net it's not considered as violation.

The foot is allowed to cross the line so long as a part of the foot is touching the line.

@@AMIRU777 and? The rule isn't about what part of the foot hits first, it's about the WHOLE of the foot. It isn't a foot fault in the slightest. Please actually read the rules before acting like you know what you are talking about, the fivb rules are VERY easily accessed. (Signing off, a trained ref with registered qualifications)
I'm gonna guess you watched haikyuu, which isn't a diss because haikyuu is awesome, however don't start acting like you know stuff and arguing with people online when you clearly haven't done any research

This must be considered a net touch, if the player in action of playing the ball( blocking). During action of playing the ball the player(hair& jersey) not allowed touching the net.
In this case, the player's not in action of playing the ball (blocking:her hands not reaching higher than the top of the net).It's not considered a fault.
