I am not korean, but if i good understand their ancient philosophy, children are under father's (family) protection. Sons - by their growing up, daughters - by their marriage. So father who has three daughters tries to marry them as soon as possible. (to entrust their protection to the husbands). So this proverb can be used when someone tries to transfer their problem ("headache") to other people.
