How To Level Up Your Mastery Rank in The First Descendant

Leveling up Descendants:
You can add a forma, or whatever the games item is to add a polarity slot into your mods, you can level the descendant up again. That additional XP however doesn't count.
Something to note in terms of the crafting or "researching" of descendants in this game, if you think waiting the 14 or so hours it takes is bad. In Warframe, with every Warframe we craft, we need each component of the frame, which takes around 12 hours, then when it comes to actually crafting the frame itself, it takes three days.

is it the same for weapons, when you reset the weapon proficiency and add a module slot i’m assuming the mastery rank is done for that weapon?

Once you level a weapon up to max, you'd be done with that weapon for the mastery. You can add the module slot and reset the weapon level, which gives you more freedom in terms of adding additional mods to said weapon, making it stronger. But that's about it. Think about leveling all the descendants and weapons the first time as a storage container. Once you fill that container up all the way, you set it aside and work on the next container.
