Also, I've been driving for 10 years now, and haven't had my car or motorcycle damaged at any parking lot so far. So even if getting reversed into by a truck would total a flying car (it likely would) - that would not make the whole idea worthless and useless. It would simply make it not the wisest nor most practical choice to drive to a supermarket. Motorcycles for instance aren't the most practical vehicle to take to a supermarket (unless you're single and only buy 1 bag of groceries at the time). They can also be damaged significantly by being knocked over. Yet - millions of people use them daily!

SpaceX's position is that the communicated with Texas to get the license they wanted for the deluge system. Later the EPA wanted them to have a different license so they fined SpaceX.
It seems to be glossed over but the important fact here is that the fines were for improper PERMITs, i.e., improper PAPERWORK, NOT for malfeasance of actions.
Go on ! FAA is now (20Sept'24) fining Spacex for a Falcon 9 launch in May '22 ! This is spite that the FAA take a year and a half to file a fine against Spacex !

The problem here is that SpaceX always only applies for minimum conditions at the latest point for these environmental things. The Apollo program worked differently. They made a descision once and then overbuit Cape Canaveral to the max, so they wouldn't have to worry about it anymore. First SpaceX only wanted to launch Falcon 9s here, then they applied for the hover tests, then the fall tests, then the bigger hot fires, then the launches, now the Booster landings. What needs to happen is either: SpaceX moving the tests to Cape canaveral, or the political will and the companies funds to overbuild Boca Chica to the point where it doesn't need repeated tests. Or at least applications (which SpaceX needs to start with) for more than just the immediate next thing. The application for landing the booster could have been handed in with flight test 3.

The multiple launch license was applied for prior flight 4. At that time It was very uncertain that flight 5 could be the one that would include the catching. It all depended on flight 4 success. Catching is a huge hurdle with potentially large impact the the system, so testing that as early as possible take priority over flying just for fun.
The paperwork for Federal compliance is onerous especially the EPA stuff. But you don't start from scratch every time you do a launch, 95% of the content doesn't change once you've done it. You just have to incorporate the changes and additions, so it's baloney that the whole thing is being killed by regulations.
The problem is that the paperwork needs to be submitted on paper in triplicate, lost, found, buried in a swamp for 3 months and then dumped in a locked filing cabinet in a disused toilet cubicle with a sign on the door saying "beware of the leopard" in an unlit basement with an unsafe floor only accessible via a set of broken stairs
I think there’s a lot of fault for both here. SpaceX knows what it needs to do and they didn’t do it. That being said, why in the WORLD would it take 3 months to review some paperwork? We need a better system and SpaceX needs to follow the rules at the same time.

The fine they received was because they didn't apply to get an industrial waste dumping permit. Why do they need a permit for dumping industrial waste when they are literally using drinking water and reclaiming almost all of it that doesn't get instantly vaporized? Because it's not just the paperwork especially the metals in the water. Those need to be tested and verified. The steel ring you need to check the area it will land see what's living there and that's probably a month at least.

The main constraints to progress now are Lockheed’s need to redesign the Orion heat shield and Space X (Not at their own fault). If Space X is successful WE are successful. Just because Musk did overpromised something somewhere like usual, doesnt mean it was part of the flight plan approved by the FAA. If Musk suddenly changes the flight plan, it is a surprise for the FAA
It doesn't matter that is is no secret that Booster was meant to be caught. The FAA assesses the flight plans that Space X provides, and then issues licences based on those plans. There was nothing stopping Space x from including a booster catch in the initial flight plan they submitted and the FAA approved.

What does a catch attempt have to do with the hot stage ring holdup? Why is this no problem for launches from the Cape or Vandenberg with much larger hardware dropped into the sea? Nor is operation of a deluge system at the Cape or Vandenberg. Even though the ecosystem at the Cape is much more sensitive.
Here is some help. They measure PPM (parts per million), in a microscopic testing process. On day they are for X, then they do what their told and get bashed. THE WATER IS FINE! They just have to sit back and play the FAA/EPA game. But at the same time they want them to succeed. It's the pure definition of a "quagmire." I guarantee you that if they tested a F9, or FH deluge, they would find the same thing. It's like rooting for a football team, they win, then there is an investigation about the winning teams gloves. The thing is they aren't investigating they are stalling and costing SpaceX millions of dollars and so I think SpaceX should sue every member of the FFA that makes any determination of if SpaceX gets a license. And SpaceX should make it to the point they can't do there job.
You have a right to a speedy and fair trial in the court of law. In most places that I'm aware of, the backlog for bring initially heard by the judge is at worst about a month. Granted this is civil and not criminal court, nor is it proceedings inside the city room. Regardless it's judicial oversight and a judge is signing off on those fines implemented for operating within murky gray areas of what the sovereign government allows on its land. SpaceX's complaint is it shouldn't take a year to flip through the pamphlet of expertly crafted contextualization as demanded by that very same oversight committee. So the FAA wants documentation and so you give them the documentation. Then they fine you got trying to proceed while the documentation sits on their desk collecting dust while they pay themselves with your tax money and they get paid whether or not they get any work done, nobody fires them for paying themselves to stay on vacation nine months per year, and they aren't even elected officials. Of course they aren't because nobody would vote for that.

The idea that it still takes that long to approve a license is ridiculous. The FAA knows how SpaceX works. Fly, learn, correct and fly again. Repeat. No excuse for the time it takes for licensing. I believe the record is heald ny Apollo 13. The accident prevented it from entering a lunar orbit so it flew farther out into a free return earth orbit. Of course, Gemini had some great firsts. First docking with another space craft. First EVA, completely out of the ship, all four limbs. Long duration records, 13 days 8 hours. Polaris Dawn did break Gemini's record of 1,369 km but didn't come close to Apollo 13's 401,056 km from the earth.
@nathanahubbard1975 with Apollo 13 orbit almost 300 times higher, I don't know. Sometimes, it can be hard to pick the right qualifiers to make something a record. It is like NASA not saying the first person to land on the moon, that was over 50 years ago. It is the first woman and person of color. Picking the correct qualifiers for things that were done years ago can be hard. That said, it was a great accomplishment. Brave people, great science, just all-around fantastic.

Probably the most significant factor that led to the failure of that company was government red tape.

It's worth noting that the fines related to Falcon 9 launches are "peppercorn" amounts and vastly less than the costs SpaceX would have incurred had they delayed launches Yes the FAA is too slow. This can only be fixed with a massive injection of manpower and it's arguable that SpaceX should be told to stump up if they want expedited clearances. The principle is "User pays" and it's something that neoliberals have been fond of for decades, unless they happen to be the users in question (I can have a replacement passport from my country's embassy in 6 hours or less - if I'm willing to pay 20x the standard amount to jump the 14 day queue and do an in-person interview. it's 2x for 48 hours or 5x for 24 hours turnaround)
The design of the Starship to have only one very tiny target place to land is bad design. Too many things can go wrong for this approach to ever be safe for the surrounding areas and future passengers of the vehicle.
You obviously do not bother to keep up with SpaceX happenings otherwise you would now that SpaceX is already building two towers at Cape Canaveral and that this is only the beginning.

Also, I've been driving for 10 years now, and haven't had my car or motorcycle damaged at any parking lot so far. So even if getting reversed into by a truck would total a flying car (it likely would) - that would not make the whole idea worthless and useless. It would simply make it not the wisest nor most practical choice to drive to a supermarket.
Motorcycles for instance aren't the most practical vehicle to take to a supermarket (unless you're single and only buy 1 bag of groceries at the time). They can also be damaged significantly by being knocked over. Yet - millions of people use them daily!

SpaceX's position is that the communicated with Texas to get the license they wanted for the deluge system. Later the EPA wanted them to have a different license so they fined SpaceX.
It seems to be glossed over but the important fact here is that the fines were for improper PERMITs, i.e., improper PAPERWORK, NOT for malfeasance of actions.
Go on ! FAA is now (20Sept'24) fining Spacex for a Falcon 9 launch in May '22 ! This is spite that the FAA take a year and a half to file a fine against Spacex !

The problem here is that SpaceX always only applies for minimum conditions at the latest point for these environmental things. The Apollo program worked differently. They made a descision once and then overbuit Cape Canaveral to the max, so they wouldn't have to worry about it anymore.
First SpaceX only wanted to launch Falcon 9s here, then they applied for the hover tests, then the fall tests, then the bigger hot fires, then the launches, now the Booster landings.
What needs to happen is either: SpaceX moving the tests to Cape canaveral, or the political will and the companies funds to overbuild Boca Chica to the point where it doesn't need repeated tests. Or at least applications (which SpaceX needs to start with) for more than just the immediate next thing. The application for landing the booster could have been handed in with flight test 3.

The multiple launch license was applied for prior flight 4. At that time It was very uncertain that flight 5 could be the one that would include the catching. It all depended on flight 4 success. Catching is a huge hurdle with potentially large impact the the system, so testing that as early as possible take priority over flying just for fun.
The paperwork for Federal compliance is onerous especially the EPA stuff. But you don't start from scratch every time you do a launch, 95% of the content doesn't change once you've done it. You just have to incorporate the changes and additions, so it's baloney that the whole thing is being killed by regulations.
The problem is that the paperwork needs to be submitted on paper in triplicate, lost, found, buried in a swamp for 3 months and then dumped in a locked filing cabinet in a disused toilet cubicle with a sign on the door saying "beware of the leopard" in an unlit basement with an unsafe floor only accessible via a set of broken stairs

It doesn't matter that is is no secret that Booster was meant to be caught. The FAA assesses the flight plans that Space X provides, and then issues licences based on those plans. There was nothing stopping Space x from including a booster catch in the initial flight plan they submitted and the FAA approved.

What does a catch attempt have to do with the hot stage ring holdup? Why is this no problem for launches from the Cape or Vandenberg with much larger hardware dropped into the sea? Nor is operation of a deluge system at the Cape or Vandenberg. Even though the ecosystem at the Cape is much more sensitive.
Hot ring falls in ocean - all is good.
Hot ring is carried back over land for the catch attempt and falls on land- big problem.

Here is some help. They measure PPM (parts per million), in a microscopic testing process.
On day they are for X, then they do what their told and get bashed. THE WATER IS FINE! They just have to sit back and play the FAA/EPA game. But at the same time they want them to succeed. It's the pure definition of a "quagmire."
I guarantee you that if they tested a F9, or FH deluge, they would find the same thing. It's like rooting for a football team, they win, then there is an investigation about the winning teams gloves. There has to be a back door to this.

You have a right to a speedy and fair trial in the court of law. In most places that I'm aware of, the backlog for bring initially heard by the judge is at worst about a month. Granted this is civil and not criminal court, nor is it proceedings inside the city room. Regardless it's judicial oversight and a judge is signing off on those fines implemented for operating within murky gray areas of what the sovereign government allows on its land. SpaceX's complaint is it shouldn't take a year to flip through the pamphlet of expertly crafted contextualization as demanded by that very same oversight committee. So the FAA wants documentation and so you give them the documentation. Then they fine you got trying to proceed while the documentation sits on their desk collecting dust while they pay themselves with your tax money and they get paid whether or not they get any work done, nobody fires them for paying themselves to stay on vacation nine months per year, and they aren't even elected officials. Of course they aren't because nobody would vote for that.

I believe the record is heald ny Apollo 13. The accident prevented it from entering a lunar orbit so it flew farther out into a free return earth orbit. Of course, Gemini had some great firsts. First docking with another space craft. First EVA, completely out of the ship, all four limbs. Long duration records, 13 days 8 hours. Polaris Dawn did break Gemini's record of 1,369 km but didn't come close to Apollo 13's 401,056 km from the earth.

It is like NASA not saying the first person to land on the moon, that was over 50 years ago. It is the first woman and person of color. Picking the correct qualifiers for things that were done years ago can be hard. That said, it was a great accomplishment. Brave people, great science, just all-around fantastic.

It's worth noting that the fines related to Falcon 9 launches are "peppercorn" amounts and vastly less than the costs SpaceX would have incurred had they delayed launches
Yes the FAA is too slow. This can only be fixed with a massive injection of manpower and it's arguable that SpaceX should be told to stump up if they want expedited clearances. The principle is "User pays" and it's something that neoliberals have been fond of for decades, unless they happen to be the users in question (I can have a replacement passport from my country's embassy in 6 hours or less - if I'm willing to pay 20x the standard amount to jump the 14 day queue and do an in-person interview. it's 2x for 48 hours or 5x for 24 hours turnaround)

The design of the Starship to have only one very tiny target place to land is bad design. Too many things can go wrong for this approach to ever be safe for the surrounding areas and future passengers of the vehicle.
You obviously do not bother to keep up with SpaceX happenings otherwise you would now that SpaceX is already building two towers at Cape Canaveral and that this is only the beginning.

I'm good with the wait, but that's just a guy who has seen what happens when you let industries run the show. Other industries. Great industries. Friendly industries that in the past promised everything would be clean and safe and etc,...well, not all of them ended up as responsible as they said or thought or wanted to be. Sometimes regulators equate to better way, the safer way, the cheaper way and the way longer goals are met. Like 10 launches a day, 40 launches a day, etc.

You would need to convince most of your tens of thousands of employees and contractors to move to a different country. On top of all sorts of other hurdles to jump. Not as simple as it seems, which is why they haven’t done it.

It does seem like a very long time. A regulatory agency dedicated to space flight would probably have more capacity to move at a faster pace, I image that FAA and EPA resources get spread pretty thin.
