Sorry for the long wait,
Finally found a build of Winlator that runs gta without crashing on startup on my phone! All thanks to brunodev85 for the emulator and afeimod for customized version.

Grand Theft Auto V re-sized mod (63.4GB)
Winlator afeimod 8.0-proot-Amod1
Other hardware used:
BASEUS type-c dock with HDMI out, sd card reader and 3 USB ports
USB Xbox 360 wired controller, keyboard, mouse
Acer X203H LCD monitor (1600x900)
256GB microSD card (UHS-U3)
512mb VRAM limit, all other settings default
