A lord who comes from another state must be in the alliance for 7 days before the alliance is registered for Eden. A lord from your own state must be in the alliance for 24 hours before the alliance is registered for Eden. The R5 can register an alliance during the first three days of the registration week. A Lord who wants to register alone must leave the alliance and also has the first three days. From the fourth day onwards, every alliance and every lord will be automatically registered by the game if no registration has been made up to that point. An alliance must have 50 Lords for the R5 to register a complete alliance.

That used to be the case, but as far as i know they changed it last year or so
