You just inflate them in sizes to fit the number and fix them in as they fit.... That means you don't inflate them in bigger sizes. Smaller sizes like that makes the number more beautiful with the balloons fit in.

Yes, we inflate 5'' and 11'' balloons in different sizes and stick them with low temperature glue gun.
