He probably meant that waves are more rounded in the open ocean, they create swirls and fold onto themselves near the beach, where the sand underneath slows only the lower layers of water, so they're scarier near the shore. I sorta see the point, if you watch like tsunami videos or surfing fails these types of waves are really scary. However, the usual waves can deal a lot of damage as well
