They used to be creative geniuses riding high on all manner of addictions and personal problems, so when they made a skit they knew it was funny and had time to learn it, while modern day SNL is done by committee by people who are not anywhere near as self-destructive or creative, so they are writing and refining them up to the last minute, hence 90% of modern skits have no ending.
since no one has actually answered--decades back a few symbols like that gained popularity amongst some biker gangs and weren't, necessarily, associated with nazism or white supremacy. Basically, some people decided to use the symbols to be edgy--in this case Spade's character would only know that it's an edgy symbol and would probably assume they represent two heroin needles.

They used to rely on memorization, and used cards as a safety net...now they rely on cue cards, and use “breaking character” as a safety net.
