i think its cuz you might have talked to the shrines too early. I think you're only allowed to talk to all the shrines (and make a deal with all minus shrine of order) after you talk to regent for duke quest
Can you get the manor key and defeat duke before you get the ministry rep and get it when u want to talk to lord regent or u need to have it before starting the duke quest

You cant, you were supposed to chose another option, you did everything in the wrong order

Ministry rep is just for Yun'Shul I believe. Just make sure you have the rep before you get bell

The shrines should just be done before going back to talk to lord regent I believe

The mini rep is why you aren't getting the Yun'Shul dialogue

Talk to Yunshul after Duke is how I did it. I believe duke is just required for Lord Regent dialogue though, but don't quote me.

Uh I think you may soft lock yourself, I've done that and he just grips me if I try to walk to him. Do NOT click that dialogue option.

Have you done the quest beforehand and talked to the NPC who tells you the regent requests your presence?
