    Those 5W power resistors on the IGBT gates are partially inductive, I'd think that is part of the problem. Replace with suitably rated carbon film resistor (which burn rather than short circuit).
    Definitely measure the gate rise/fall times on those IGBTs with the power input/output unconnected.
    ps: Wardrobe = Wooden box to keep clothes in.
    Cabinet = Metal box to keep tools, machines, electronics in.

    Flyback storage capacitors look like a bad joke to me.
    Usually big capacitors with screw terminals are used there, since they have to suck up all the excess energy in the induction coil.

    How would you, safely, take a 12V ATX PSU and get 7.5V/2.2A of power from the PSU, for a PS One SCPH-101, while also being able to get 3.3V from the same PSU, while it's providing 7.5V to the PS One, so it can power a PSNee Arduino mod chip?
    Is it even possible to do something like that, safely?

    My first checks would be the slowstart charging system.
    Next - I would test run the system with only a small test load, that will not burn out or explode power components.
    The load could be incandescent lamps, easy to get and easy to check during testing as they will be lit.
    Then it will be possible to check timings etc. of the circuit.

    You are not nit picking. I won't even put residential mains through a sheet metal hole without a grommet. That is super sketchy. Wires can move on their own due to the magnetic fields generated at these power scales leading to cyclic breakdown of the insulation.
