"Luck" is a loose term. People can work hard, and get nowhere because they're working in the wrong direction. People who "work little" but get everything simply work in the right direction. You could press a brake pedal in a car in an effort to accelerate, and you could work you ass off and get nowhere, whereas you press the gas to accelerate and almost no effort is required.

Technically everyone should get 16, but unlucky people still get less while lucky people might get 25 or something, 90 is a very big number, that is as I remember that's enough chance for non living matter to become living matter without any living interference.
