I am not sure if this isn't well known but it's quite obvious what the nexus between Pakistan and Taliban was at that time. You see Taliban was created by Pakistan using US funding, to counter Soviet influence and topple the Commie govt in Afg which it did, but Taliban turned rogue against America (surprise!), but was STILL supported by Pakistan throughout. Even when Taliban took over Afg in 2021, till then they had been supported and patronized by Pak despite US trying to finish the Taliban off. You can check out Sheikh Rashid, Pak's interior minister at the time saying we have fed and supported Taliban lol, they completely accept it. So it's not surprising that the plan was hatched by the evil organization that calls itself the ISI but all the training and all would have taken place in Afg and Pak both.
