This is the clearest and easiest action a person could ever coondem. It CANNOT be the precedent that non state actors can fire on civilian cargo ships and engage in piracy and not only will they not face any consequences but will actually be rewarded. That just can not be the case.

But remove those villains and any One Piece fan will tell you, Luffy is terrible at handling moral problems. Be it Nami stealing his ship, the closest comparison being the conflict in Skypiea, or his handling the scuttling of Merry with Usopp. Every time a problem has presented itself without a villain at the helm, Luffy has often resorted to moving past it. He'll look at the people rather than the greater topic and assert a simple opinion. He tried to move past the Merry and unknowingly validated Usopps fears when Usopp was mentally at his lowest, even losing his cool and taking it too far. CP9 when they entered the picture dismissed the strawhats claim of blaming it on a faulty assertion, saying they took their roles as shipwrights seriously and wouldnt lie over a false profession. Franky for all his reasons of hating CP9 agreed with them when it came to Merry.
