What's interesting is some in the crowd actually seem to be defensive of Alicent and Helaena. The old man who runs towards Alicent at 1:51 shouts "My Queen!" and seems like he was running over to help her up after seeing her fall down. And again at 2:15 the guy on the left of the screen seems like he's shoving the rest of the crowd away from Alicent and Helaena and has his back to them the whole time.

Dogs are sacred in all but a few cultures. Not only would it be unrealistic, but no one watching the show wants to see the sweet little dog killed for a tiny bit of meat. Edit: He's also a lot more useful as a hunter of vermin. Basically, that's why you don't kill a dog - they provide more meat by hunting for you than can be gained from their corpse.
