Yes unfortunately nothing you can do with the Aus IDP as its only issued to cover the 1949 act. Since you have some time up your sleeve you can try ordering an online IDP from a European country that covers the 1968 treaty. In our experience their main focus point was the date on the front of the booklet. They check specifically to see if it is 1949 or 1968. They looked at the stamp for motorbike and the photo too but this had little impact. One of our fellow travellers did not have motorbike stamp but still paid the same 2 mil fine that we did.

Here is a link to the transport treaty for 1968. treaties.un.org/pages/ViewDetailsIII.aspx?src=TREATY&mtdsg_no=XI-B-19&chapter=11

Did that certificate issued by the police worked at other checkpoints ? How many checkpoints were there in total on your journey

We did 6 days, Ha Giang all the way to Cao Bang. We only encountered 2x police checkpoints on the trip, both were in Ha Giang Province. Yes the flyer we got after paying the fine granted us free pass at the second checkpoint. They looked at the flyer and said as you already paid you are free to go.
