Well... I would say Sunita Williams and Kalpana Chawla both were US citizens and representing the US when they were on their space mission. Rakesh Sharma is the only one who represented India in space. But, still both Kalpana Chawla and Sunita Williams inspires Indian people too.
Sunita williams was not even full Indian like Kalpana only her paternal side was of Indian origin and as it is that dosen't matter they both had US flag on their suit and they were US citizens not Indian.

It's correct that the call was take by the goverment, but the other poilot who was a backup astronaut continued to serve India and retired as an Air commodore. He did not put down his papers as a protest. It was always planned that only one of the two astronaut could make it up to space.
