Can you explain which order O/C is more important according to priority? I want to work on the next special hero. I mainly use them for basic event eg. Frontline, guild war, boss, campaigns (i am not an honor arena player)
I am considering either Feng, Hel, Crocell or Oberon
Which should i level up?

Have you done build Akashic and Lunox? If you're done with them, then here's my explanation.
Feng is good enough in first awaken. Since you're free player, do not in rush to build her. Priority: Guild Boss, Tower.
Hel needs hero who can gave her unlimited shield. That's why people combo her with Sekhet. If you wanna build Hel, make sure you have proper shield heroes (Sekhet, Silvanna, Edith, Lunox). Priority: Arena, Campaign, Tower, Frontline, Tinted Mirage.
Just like Amaterasu, Crocell needs to be in maximum state, so you can see the potential. Crocell and Rista is the best duo. Priority: Arena, Campaign, Tower, Tinted Mirage, Frontline.
Oberon is the flexible one. But similiar with Crocell, you need to full build him up, so you can use him in ANY battle. Priority: All Stages (Sometimes Guild Boss is included)
Here's the order (in my perception) : Hel -> Feng(A2) -> Oberon (FULL)-> Crocell (FULL)
